Cardin: 'I'm Confident' More Than 67 Senators Disagree with Trump Using National Emergency Authority on Border

On Monday's broadcast of CNN's "Situation Room," Senator Ben Cardin (D-MD) expressed confidence that there are more than 67 senators who would disagree with the president declaring a national emergency on the border, but cautioned that those disagreements might not translate into having enough votes to override a presidential veto on a resolution that disapproves of a national emergency declaration.
