GOP Rep. Cole: Declaring National Emergency at Border an 'Unwelcome Precedent'

During Sunday's "Kasie DC" on MSNBC, Rep. Tom Cole (R-OK) said he believes there is an emergency at the southern border, but cautioned against declaring a national emergency.
