Sunday on ABC's "This Week With George Stephanopoulos," 2020 Democratic presidential hopeful former Rep. Beto O'Rourke (D-TX) said President Donald Trump has committed crimes and if he wins the presidency he would direct his Justice Department to prosecute Trump.
