WH Comms Dir. Kate Bedingfield: Migrant Surge at Border a 'Cyclical Issue'

White House Communications Director Kate Bedingfield said Sunday on ABC's "This Week" that the record surge of unaccompanied migrant children crossing the U.S.-Mexico border is a "cyclical issue."
