The vibrant, east Asian immigrant enclave of Flushing might be New York’s fraud capital, where some blocks are home to over a dozen pharmacies; multi-million-dollar home healthcare agencies are headquartered in empty basement apartments and a staggering 77 social adult day care centers (SADCs) are clustered into a one mile radius. Those daycares bill Medicaid over $100 million a year, accounting for 14 percent of all daycare spending in the state, a Post investigation reveals.
